Enrollment Instructions for
IHSS Independent Providers of Santa Clara County

You must attend a Group Orientation meeting, then later also come to an individual scheduled appointment to complete your enrollment.

Please read the instructions on this page carefully.

This website is ONLY to be used by caregivers or “providers” of the In Home Supportive Services (IHSS) program in Santa Clara County. State law requires that all IHSS providers do all the enrollment steps and pass a background check before they are eligible to be paid by the IHSS program.

You are not eligible to enroll (do not use this website) until after the person you will be providing care for has started their application for In-Home Supportive Services (IHSS) by speaking with IHSS. Your Enrollment as an IHSS provider will be completed in several steps.

  1. Attend one of the following Public Authority Group Orientation meetingsChoose any one meeting convenient for you, no appointment is required.  Allow up to 2 hours for the meeting.   It is important to arrive on time or you will need to return at a later meeting date.  More dates will be added, check back later.

  1. Use the Enrollment website before you attend your chosen Group Orientation meeting:

    • Use the “Continue to ENROLLMENT” link at the bottom of this page and complete your enrollment forms, watch the mandatory enrollment videos, and schedule your individual appointment date and time to visit the enrollment office location.  
    • When choosing your individual scheduled appointment, pick a date that is later than the Group Orientation meeting you will attend.  You can complete the website steps and return later to select or change your individual scheduled appointment date and time on the website. 

  2. At  your individual appointment on the date you have chosen.

    a.) Remember to bring your most recent Social Security Card – we can not accept a copy – only the actual card.
    b.) Remember to bring your current valid driver’s license or another US government issued photo ID.
    c.) Your name on the Social Security Card and on the ID must match.
    d.) Bring your signed purple form confirming that you attended one of the Group Orientation Meetings.
    e.) Be prepared to have your picture taken.
    f.) We will give you a "LiveScan" form and instructions about how and where to have your fingerprints taken to start the necessary background check.
    g.) Please do not bring children, friends, relatives, or others to your appointment – the waiting space is very small. No Public Restrooms. You may bring a translator.
    h.) Complete all of the steps on the Enrollment Website before your Group Orientation meeting and your individual appointment.

  3. Wait for your first timesheet from IHSS

    a.) Make sure the person you will be taking care of has completed their paperwork and sent it to IHSS. They must complete forms that tell IHSS you will be their provider.
    b.) Wait 6 to 7 weeks after your appointment before calling to review the status of your case. It may take longer to receive your first timesheet.

Question: I cannot find my Social Security Card.
Answer: Visit the Social Security Office and apply for your replacement card. They will provide you with a replacement card within 7 to 14 days. DO NOT schedule an appointment until you have your original Social Security Card.

Question: I already had a background check done for another job – do I need to do it again?
Answer: Yes. Everyone applying to be an IHSS Independent Provider must have a background check done using the forms we provide.

Question: I am starting to work for a second IHSS consumer, do I need to do the enrollment a second time?
Answer: No. An IHSS caregiver or provider only needs to enroll one time to be allowed to be paid by the IHSS program. It does not matter how many IHSS consumers you work for.

Question: It has been over a year since I was paid as an IHSS caregiver, do I need to do the enrollment a second time?
Answer: Please contact the Public Authority Enrollment (408) 350-3252.  An Enrollment Specialist can verify whether or not you need to complete the enrollment process again.
